Water does not scale. That single fact is why a miniature tidal wave tearing through a model city remains one of the hardest shots in cinema, and why practical effects still beat generative video at it.

A city can be built at any ratio. The water cannot. Gravity stays at 9.81 m/s². Surface tension stays at roughly 72 mN/m. Viscosity does not shrink to match the buildings.

The workaround is Froude scaling. The Froude number, Fr = v/√(gL), governs gravity-driven free-surface flow, and gravity does the scaling for you. Hold it constant and time compresses with the square root of the length ratio.

- At 1:25 scale, the miniature completes its collapse five times faster than the real event
- Overcrank the camera to roughly five times normal speed, around 120 fps
- Play back at 24 fps and the timing reads as full scale

That fixes motion. It does not fix droplets. The Weber number weighs inertia against surface tension. Shrink the scale and surface tension dominates. Water refuses to atomise into fine spray and instead forms fat, sluggish blobs that read as fake instantly. Froude, Reynolds and Weber cannot all be matched at once. The conflict is structural, not a matter of budget.

The practical answers:

- Wetting agents and surfactants to drop surface tension
- Build large, 1:6 to 1:12 bigatures rather than tabletop
- Dump tanks releasing tonnes in one go for genuine momentum
- Air mortars and paddle generators to shape the leading edge

Why this still wins. Real water conserves mass. It delivers correct caustics, refraction, foam entrainment and sub-pixel detail for free, because none of it is being computed. Generative models produce water that looks right in any single frame and drifts across frames, because there is no continuity equation underneath. Only plausibility.

Physics is expensive. Convincingly faking it is more expensive.
