If you live in Surprise and you’ve been trying to figure out what’s actually happening with the ICE facility, the city put everything in one place.

The city launched a centralized information page for the project, built working with the offices of Sen. Mark Kelly and Rep. Paul Gosar. City leadership has said all along that this is a federal matter and the city’s role is getting answers and passing them along. You can find it at surpriseaz.gov/dhs.

Where things actually stand. DHS bought the roughly 418,000 square foot warehouse at 13290 W. Sweetwater Ave., near Dysart Road, in January for about $70 million cash and awarded a $313 million renovation contract. The building is about the size of seven football fields. In April, Arizona Attorney General Kris Mayes sued, arguing the federal government skipped an environmental review it was required to complete. On July 1, DHS and ICE agreed in a federal court filing not to convert the building or detain anyone there until that review is finished. Her office estimated a minimum nine month delay.

Paused is not the same as cancelled, and that distinction matters. The federal government has not walked away from the site. Capacity numbers have also shifted depending on the source, from 542 beds for single adults in what DHS told the mayor, up to 1,500 in an ICE memo, with average stays described as three to seven days.

Residents have raised concerns about the location near Dysart High School, about a chemical storage facility across the street, and about water use. Hundreds have turned out to council meetings on this.
