An ironworker in Phoenix put it about as plainly as it can be put. Get in your winter gear, sit in a sauna for 20 minutes, and that’s a workday out here.

Arizona now has statewide heat safety standards for outdoor job sites. They cover cool drinking water provided free, shade or air conditioning to recover in, actual rest breaks, working A/C in vehicles with enclosed cabs, easing newly assigned workers into the heat, and training so crews can recognize heat illness before it turns into an emergency. ADOSH is the enforcement agency, and contractors who don’t comply can face individual citations that run into tens of thousands of dollars.

Aaron McDonald of Ironworkers Local 75 has worked Arizona construction for over two decades. He says galvanized roof decking reflects heat all day and adds structural heat on top of it, and crews end up working in conditions around 140 degrees. His local pushed for this alongside the Arizona Building and Construction Trades Union.

Worth being straight about where this landed. Labor advocates wanted an enforceable heat-specific standard written into state law and that is not what Arizona has, so enforcement still leans on the broader requirement that employers keep job sites free of recognized hazards. Business groups raised concerns about overregulation during public comment. More than a million Arizonans work in high heat-risk industries, so this affects a lot of people either way.
