## Caption

Inverclyde is Scotland's hardest-hit area for population decline. The number of people living there has fallen by 22,000 people since 1981. 

The issue has become so pressing that the council is implementing a repopulation strategy, part of which involves attracting migrants and people who have been granted refugee status.
