## Caption

Major flash floods in Nepal and Tibet have killed at least 19 people, and the Nepali tourism board is reporting that almost 400 people are missing. The Nepali foreign minister says an earthquake caused an avalanche that created a flood. It hit in the mountainous Rasuwa region—north of the capital. Prime Minister Balendra Shah has called an emergency meeting as authorities assess the damage.
