Namibia's four biggest banks. Only one is actually Namibian.

FNB Namibia is 58% owned by FirstRand of South Africa. Standard Bank Namibia is about 75% owned by its South African parent. Nedbank Namibia is 100% South African owned. Only Bank Windhoek, through Capricorn Group, stays under local control.

One Namibian name shows up on every one of those share registers anyway. The Government Institutions Pension Fund. It holds 27% of Capricorn, 16% of FNB Namibia and a slice of Standard Bank. Not because of a local ownership law. Regulation 13 compels every Namibian pension fund to keep 45% of its money inside the country. GIPF holds N$220 billion. It has nowhere else big enough to put it.

So Namibians do own a piece of their banks. Just through their pensions, not the banks themselves. Smart local control? Or retirement savings packed into a handful of names?
