MIL-SPEC is, at its core, an argument against surprises.

Equipment issued for professional use has to behave predictably. The bezel should turn the same way. The crown should operate the same way. The dial should be readable at a glance. The watch should withstand the environment it was designed to enter, and the next one pulled from inventory should do exactly the same.
