A person of interest in the killing of Tucson Police recruit Carlos Ramirez was taken into custody while attempting to reenter the United States at the Arizona-Mexico border.

U.S. Customs and Border Protection says 30-year-old Alexis Monter attempted to enter through the pedestrian lane at the Douglas Port of Entry on August 30. During inspection, officers discovered an active National Crime Information Center warrant and a biometric fingerprint check confirmed his identity.

The warrant identified Monter as a person of interest in the Ramirez investigation and instructed officers to consider him armed and dangerous. CBP says officers coordinated with the Drug Enforcement Administration before Douglas Police took custody of Monter around 8:42 p.m.

The Pima County Sheriff’s Department says Monter is believed to have been the last registered owner of the gray Acura MDX investigators linked to the shooting.

Two other men, 39-year-old Santiago Jorge Rogers and 33-year-old Alex James Barnett, were previously arrested and face first-degree murder and armed robbery charges in the case. Barnett surrendered following a roughly three-hour SWAT standoff near Broadway Boulevard and Camino Seco, while Rogers was arrested at a Tucson hotel.

Ramirez, 23, was shot and killed inside his home near West Valencia Road and South Camino Verde on August 19. His pregnant 23-year-old fiancée, a Pima County Sheriff’s Department corrections officer, was also shot and survived. Their unborn child was reported safe.

Court records say Ramirez was fighting armed intruders when he was shot. Pima County Sheriff Chris Nanos has since said investigators believe the suspects were attempting a drug-related robbery but mistakenly targeted the wrong home.

Ramirez had completed 23 weeks of training at the Southern Arizona Law Enforcement Training Center and was scheduled to graduate from the Tucson Police academy on August 27. He previously worked as a corrections officer for the Pima County Sheriff’s Department.

The investigation remains ongoing.
