On a recent Monday, soon-to-be-3-year-old Issac pointed emphatically at a toy tablet with his index finger, eager to show off something on the screen.

He wanted to speak, but could only make inarticulate sounds.

The toddler’s speech may be delayed due to a buildup of liquid in his left ear. He was on the verge of having a procedure to drain it before his single father was arrested by federal immigration authorities in June.

Since then, the boy and his 1-year-old sister, Hannah, have been living in Fairview with their grandmother, Miriam Gomez. But since Gomez is not their legal guardian, she wasn’t able to consent to Issac’s medical treatment after her son’s arrest.
