A 27-year-old Surprise car wash manager is facing four felony charges involving a 17-year-old employee he supervised.

Christian Alexander Xaiver Bourn was arrested by Surprise police on July 21 after investigators said he had an inappropriate relationship with a teenage employee at the Cobblestone Auto Spa on Waddell Road.

He was booked on two counts of sexual conduct with a minor, one count of luring a minor for sexual exploitation and one count of child enticement. Court records say the case stems from an alleged June 11 incident in a Walmart parking lot near Prasada Gateway Avenue.

The investigation began June 18 after another 17-year-old coworker contacted police. Court records cited by FOX 10 say the teen had already reported concerns inside the company before law enforcement became involved.

Police said Bourn initially denied the allegations when he was taken into custody, but investigators reported that his account changed during questioning.

One of the biggest details in the case is that Bourn was already serving probation for a previous child-abuse conviction when he was arrested on the new charges.

As of September 10, I could not find a publicly reported conviction, plea agreement, dismissal or sentencing in the new case. He has been accused, not convicted.

The question a lot of people had after his arrest: how was someone already on probation in a child-abuse case working in a management position that included supervising teenagers?
