Prime Minister Mark Carney has reportedly raised the possibility of giving Canadians expanded rights to live and work across the European Union, as Canada pushes for a deeper relationship with Europe. 

Carney says Canada is not looking to become an EU member, but instead wants a “unique alliance” with the bloc. Discussions are also looking at closer cooperation in areas including trade, energy, AI, defence and critical minerals. 

For now, Canadians do not have automatic visa-free rights to move to Europe and work there, and no such agreement has been approved. Any major mobility deal would still require substantial negotiations and broader EU support.
