President Donald Trump said he'd give Americans $5,000 each if Republicans retain control of Congress this fall. But experts say the plan's massive cost and long political odds make it unlikely Trump could deliver on the promise.

Trump, speaking Wednesday night at the Republicans’ midterm convention in Dallas, said he’d issue “Trump dividend” payments of $5,000 to every adult American citizen if the GOP keeps both the House and Senate.
