A 28-year-old Venezuelan man shot by an Immigration and Customs Enforcement officer in Texas spoke
publicly from federal detention, stating that he remains in severe pain with a bullet still lodged near his spine.
Wilber Rafael Garcés Pérez was shot during a traffic enforcement action in Austin while working as a food
delivery driver, NBC News says.
Following brief hospitalization, he was transferred to federal custody at the South Texas ICE Processing Center in Pearsall, where he reported receiving minimal medical evaluation and inadequate pain management
despite his injuries.
Lawmakers, civil rights organizations, and legal representatives held a press conference calling for the immediate release of Garcés Pérez on humanitarian and legal grounds. Advocates argued that as the victim and key eyewitness to an officer-involved shooting, he should not be subjected to expedited deportation proceedings while investigations into the use of force remain active. Family members and attorneys further alleged that federal authorities rushed his discharge from the medical facility to place him into detention shortly after the incident occurred.
The Department of Homeland Security maintained that Garcés Pérez was in stable condition when transferred to federal custody, confirming that he remains subject to removal from the United States.
Federal authorities have launched an internal review
into the circumstances surrounding the shooting, while civil rights groups continue to press for an independent investigation into officer conduct and the medical treatment provided to detainees in federal facilities.
