Everyone says they were banned. They weren’t.

In April 1988 the manufacturers signed a consent decree that stopped the sale of new three-wheelers — and did nothing else. No recall. No ban on riding them. No ban on selling a used one. And it didn’t create the quad either: that was already on sale.
