Cuban Foreign Minister Bruno Rodriguez accused the United States of imposing an "energy blockade" on Cuba and said the measures were equivalent to a naval blockade, which he described as an "act of war" under international law.⁣

Addressing the United Nations General Assembly, Rodriguez said Washington had since January intensified what he called its long-standing economic pressure on Cuba by using "intimidation and coercion" to prevent other countries from exporting fuel to the Caribbean island.⁣

 "Since January 2026, this aggression has strengthened and become more cruel and more dangerous with the imposition of an energy blockade," Rodriguez said.⁣
