Updating. Deduplicating. Reconciling two documents that disagree. Archiving what is finished. It is nobody's favourite project and nobody's job title, so it does not happen, and about two years later people quietly go back to asking a colleague.

Skip this step and a model cannot tell a superseded document from the one that replaced it. Both read as authoritative, so it blends them.
