Ontario’s OSAP spending is facing new scrutiny after hundreds of millions in additional grant funding flowed to private career colleges. 👀🇨🇦

Newly reported data obtained through a freedom-of-information request shows Ontario spent $465 million more on OSAP grants in 2024–25 compared with 2023–24, with 95% of that increase going to students at private career colleges. 

Private career-college students received nearly $1 billion in OSAP grants that year, with just seven career colleges accounting for $385 million. 

The Ontario Liberals’ colleges and universities critic, Tyler Watt, is now asking Auditor General Shelley Spence to conduct a value-for-money audit examining the spending increases and whether the province provided adequate oversight. 

The issue comes after Career Colleges Ontario reportedly warned the government as early as January 2023 about indicators consistent with suspicious activity involving OSAP applications. 

The Ford government has since made major changes to OSAP, reducing grant availability for students at publicly funded universities and colleges while making career-college students eligible for loans rather than grants. 

The auditor general has not announced an investigation. Her office says its 2026 audits are already underway, but Watt’s request will be considered when planning future audits.
