For the first time, special counsel Robert Mueller spoke out about his investigation into Russian interference in the 2016 election, saying Wednesday that he will not provide more information than what's in the report his office previously submitted to the attorney general.

Announcing his resignation and the closure of the special counsel's office, Mueller said that charging President Donald Trump with a crime was "not an option" because of Justice Department guidelines, yet he pointedly emphasized that his report did not exonerate the president. Those comments reiterated what he said in the report and made clear that what Mueller says publicly will not go beyond those findings.

"We chose those words carefully, and the report speaks for itself. The report is my testimony," Mueller said in roughly 10-minute remarks, his first public statements since he was appointed two years ago.

He added that, if he testifies to Congress — as many Democrats have called for him to do — he won't provide information that's not already in the report.
