Prime Minister Andy Burnham has told the BBC that PC Andrew Harper's killers will remain behind bars after he announced changes to an early release scheme designed to ease prison overcrowding. In an exclusive interview with BBC Breakfast, Burnham said anyone convicted of manslaughter will now be excluded from the Sentencing Act changes, meaning Harper's killers will not be eligible for early release. #Crime #Prison #Prisoners #UKPolitics #BBCNews
