Can buyer or seller reduce artificially 4% of DLD fee by reducing the selling price? 

Better don’t do it. Moreover, DLD will reject transaction if the selling price is low. For a buyer to complete the deal, buyer will have to pay 4% from an average market price of a similar property independently on the selling price.
