Is NOC needed always? 

Recommended always to have it. However, there were few units sold where NOC wasn’t needed for a property transfer. Trustee would transfer ownership without NOC, but they would check in the system to make sure there are no outstanding and restrictions. 

Nowadays, I was told it’s required always, always, always.
