What is Liability Letter? 

Liability Letter issued by the bank that confirms the exact outstanding amount of the mortgage left to be paid to the seller bank. 

It’s usually valid for 7-14 days. Ideally, first get your NOC, and then Liability Letter. Because in 7-14 days you need to complete the full transaction.
