Can buyer pay seller’s mortgage? 

Yes. And it’s safe. There’s a government procedure called “Blocking”. 

1) Parties go to trustee. 
2) Submit all the payments. 
3) Seller clears the mortgage from a manager cheque of a buyer issued under bank name. 
4) Gets Clearance Certificate from bank. 
5) Seller submits Clearance Certificate to trustee. 
6) Buyer Title Deed & seller payment gets released.
