Tropical Storm Ophelia is a classic example of why it doesn't take a major hurricane to have major impacts. With 70mph winds, 4-6ft of storm surge, and Flash Flloding, Ophelia smacked North Carolina and Virginia. Multiple towns including East Carolina's own Greenville, were some of the hardest hit by the storms impacts
