## Caption

A rarely used section of state law that allows the appropriations committee in either chamber of the Legislature to disallow the rolling over of state funds from one fiscal year to the next is unconstitutional, Attorney General Dana Nessel said in a formal opinion released Wednesday, Jan. 7.

And the administration of Gov. Gretchen Whitmer moved immediately to resume spending of the blocked funds.
