The Department of Justice has sued the state of Texas over buoys installed in the Rio Grande, saying Gov. Greg Abbott violated the Rivers and Harbors Act by putting the barriers up. There was a court hearing Tuesday to decide on whether these buoys, meant to block migrants from entering the country, can stay in place.
