When former Attorney General Tom Miller announced the end of Iowa’s sexual assault initiative in 2021, he hailed it as a huge achievement for the state. But only a fraction of the untested sexual assault kits identified at the time, about 37%, or 1,584, wound up being tested. Elsewhere around the country, jurisdictions that participated in the National Sexual Assault Kit Initiative tested far more kits than Iowa. Many decided to test virtually all kits connected to a reported crime, in line with guidance from the National Institute of Justice. Some carved out limited exceptions to testing, such as removing kits from cases where there had already been a conviction. But a few – including Iowa – tested an even more limited pool.
