The city consistently holds that it does not “sweep” encampments — a term that, according to East Bay Community Law Center senior staff attorney Sabyl Landrum, is used as a slang term when referring to “all actions that are forcibly removing unhoused people and their belongings without providing them with any place to go.” Yet news publications, activists and unhoused people continue to use the word frequently.
