Chattanooga is officially Tennessee's "highest" city — but not in elevation. The Scenic City has seen a boom in hemp businesses in the past few years, after Tennessee allowed, and then regulated, the sale of legal cannabis with low concentrations of the psychoactive delta-9 THC.
