California Gov. Gavin Newsom signed two bills into law Monday that will reform the California Environmental Quality Act, or CEQA with major impacts on housing development policy. The measures make challenging developments significantly more difficult by narrowing the purview of environmental regulations. CEQA has been used by Berkeley activist groups to contest past developments, including the controversial People’s Park project.
