The injuries sustained by the victims "are not isolated incidents but instead characteristic of a dangerous and abusive culture rooted within the fraternity culture," the records said. "The deliberate concealment of activities by fraternity leadership highlights the persistent nature of these behaviors." Despite the findings, special prosecutor David Michael Dunavant with the Tennessee District Attorney General Conference, declined to press charges in a document dated Aug. 12.
