On Sept. 4, Fox News described what it called “urban chaos” outside Portland, Oregon’s Immigration and Customs Enforcement field office. A day later, President Donald Trump said he was considering deploying the National Guard to the city after what he saw on TV the previous night. ProPublica reviewed internal police emails, news releases describing arrests, testimony from local and federal officials, Fox News’ coverage, and more than 700 video clips posted to social media by protesters, counterprotesters and others over three months preceding Trump’s Oval Office comments.
