Hungarian Prime Minister Viktor Orban has dismissed EU plans for a $140bn ‘reparations loan’ for Ukraine as a ‘dead issue’ as he arrived for a European Council meeting in Brussels.
EU leaders are debating a proposal to use frozen Russian assets to fund Ukraine, but the plan has exposed deep divisions within the bloc.
"I think it's killed, it's (a) dead end. It's over. There is no sufficient high level number of support behind it,” Orban said on the issue.
