After more than 15 hours of EU negotiations a reparations loan was agreed to fund Ukraine through until 2027 but it wasn’t the deal that many expected. Belgian objections to Plan A, which would have seen frozen Russian assets used to fund Kyiv, proved insurmountable. Plan B sees the funding come from the EU’s common budget.
