Cars have blinking headlights because the light circuit is being switched on and off rapidly, either by design or due to a fault. In normal use, blinking can happen when drivers flash their high beams, when automatic headlights respond to changing light conditions, or when LED headlights pulse slightly because of how they are powered and regulated.
Unintentional blinking is often caused by loose wiring, a failing relay, a weak battery, or voltage fluctuations from the alternator, which momentarily cut or surge power to the headlights, making them flicker or blink.
