Multnomah County issued a state of emergency Wednesday as officials prepare for the possibility of snow overnight in the Portland area. The county will open four warming shelters ahead of the predicted Valentine’s Day storm. The emergency declaration goes into effect at 6 p.m. Wednesday and will remain until at least Thursday morning. In addition to the temporary shelters, 480 temporary beds will be added at the Market Street Shelter at 120 S.E.
