In November 2022, former BPD officer Corey Shedoudy leaked text messages that included allegations of racial bias and arrest quotas. Swanson and McNamara LLP addressed the issue through an investigation. The report was not shared with the PAB, causing frustration from several PAB members. The PAB’s previous attempts to access reports and records included a letter to the city council and city manager’s office proposed by PAB board member Kitty Calavita along with meetings with the offices. The PAB requested access for the redacted version of the report for the public and the board, and claimed afterward that they were met with an unclear timeline of the release and wasn’t granted full information.
