Oscar Ortiz, 44, said he’s profoundly shaken after a fellow TriMet passenger punched him in the eyes, spat on his face and called him a homophobic slur on a bus in Portland last month. But Ortiz, who is gay, also feels troubled by the official response. In the moments during and after the attack, the TriMet driver and dispatcher didn’t call 911. When Ortiz gathered himself together moments later and dialed 911 himself, a dispatcher told him he needed to speak to someone at the non-emergency line because there was no longer a crime in progress.
