Roughly 12 million students in America come from low-income families, and they often start the school year behind their more affluent peers due to a lack of access to programs like preschool and daycare. In 1965, the Elementary and Secondary Education Act was passed to help close the gap, including designating schools as “Title I.” In order to qualify for funding, at least 40% of the school’s student population must come from low-income families. This program provides over $14 billion annually to help aid 47,000 schools across the country.
