The red trolleys that shuttle between Monmouth and Independence resemble the trolley from “Mister Rogers’ Neighborhood,” so that gave Roxanne Beltz an idea. The Monmouth city councilor thought it would be fun to celebrate children’s TV host Fred Rogers and promote the trolley at the same time.
