Yesterday, Deputy Chisari was working patrol in the City of Thousand Oaks. He observed a suspicious subject inside the Thousand Oaks Transit Center who appeared to be under the influence of drugs. The subject was evaluated and subsequently arrested for being under the influence of a controlled substance. During a search incident to arrest, Deputy Chisari discovered the subject was in possession of a small amount of methamphetamine, syringes, brass knuckles, and a loaded .38 ca. handgun that had been reported stolen from a police officer. We then learned the subject was also a previously convicted felon.
