Democrats in Virginia did not back down when Republican Gov. Glenn Youngkin tried to railroad a bipartisan budget passed by state lawmakers in March. Instead, Democrats forced Youngkin back to the negotiating table to work with them on spending priorities for things like education and reproductive health care for low-income people.
