Missouri voters approved Clean Missouri in 2018, a stunning achievement for good government advocates, who had voiced outrage for years over the excesses of the state’s cozy Capitol scene. But as the fifth anniversary of the Clean Missouri vote approaches later this year, a strong lobbying culture remains — and Jefferson City has learned to adapt. The Star spoke with 17 current and former lawmakers, lobbyists, transparency advocates and ethics experts.
