When ex-Atlanta police chief Erika Shields was hired to lead the Louisville Metro Police Department last month, it was seen as a controversial decision after activists and community members pointed to her resignation following the police shooting of
#RayshardBrooks.
But one City Council member said Shields stood out over the other candidates because she "understood the history of the racism that has been involved in certain aspects of policing."
