In a large bowl, combine all the dry ingredients using a whisk. In a smaller separate bowl, whisk together the egg with milk and salt until thoroughly combined. Slowly pour the wet ingredients back into the large bowl with the dry ones and combine using a spatula. Add the chocolate chips and mix again with the spatula.
