Twenty months after an initial leak of misconduct allegations against Berkeley Police Department, or BPD’s, Downtown Task Force and Bike Unit, the Berkeley Police Accountability Board, or PAB, proposed a number of recommendations to better prevent and address internal misconduct in a report presented Wednesday. In November of 2022, former BPD officer Corey Shedoudy leaked text messages that allegedly included instances of racial bias, bias against the unhoused and pressure to achieve arrest quotas — these texts were later authenticated by Swanson & McNamara LLP, hired by the city to conduct an internal investigation.
