Cotton candy is simply sugar - in fibre form! Each granule of sugar, when melted and aerated, explodes like popcorn into long, stringy fibers. It doesn't take very much sugar to make a whole lot of cotton candy, so when it's dunked into water, the long sugar fibres melt back into tiny sugar granules, dissolving into the water.
