Homes and businesses went underwater Friday afternoon in parts of southern New York state and northern Pennsylvania after heavy rainfall from Tropical Rainstorm Debby. At Westfield, Pennsylvania, a local creek set a new record height. Hundreds of rescue calls were received by local officials, who called in helicopters and the National Guard.
