Combine the chocolate chips and heavy cream in a bowl, then heat in the microwave for 30 second bursts until fully melted. Stir until smooth. Pour the chocolate ganache on top of the brownies and let it set in the fridge until firm. Remove the brownies from the pan and slice into rectangles. Add a white candy for the eye and pipe on the pupils and eyelashes with the melted chocolate.
