"A recent analysis by propublica reveals that since the age of juvenile jurisdiction was lowered, nearly 70% of the 17-year-olds arrested in Louisiana’s three largest parishes are accused of nonviolent offenses. This means a significant number of young people —many of them high school students — are being sent to adult jails and getting adult convictions for normal teenage misbehavior like property damage, trespassing, fighting, and theft."
